collection program and database. Personnel from CRREL conducted a workshop to train ice observers and other
interested parties in data collection, while the database design was done by the Nebraska Natural Resources
Commission. Phase 4 was the assessment of mitigation and prediction techniques. Various mitigation techniques
were evaluated for feasibility, and several were recommended for further study. A model was developed to
forecast the occurrence and severity of ice jams utilizing collectable data. The fifth phase involved the development
of guidance on the application of specific preventive measures, such as dusting and blasting. The final phase
